| dc.description.abstract | Bu tez çalışmasında karşılaştırmalı olarak AB ülkeleri ve Türkiye'de sosyal güvenlik harcamaları incelenmek suretiyle Türkiye'nin AB ülkeleri arasındaki yerinin tespiti amaçlanmaktadır. Bu bağlamda çalışma üç bölümden oluşmaktadır. Birinci Bölümde çalışmanın metodolojisi açıklanmakta ve sosyal güvenlik sistemleri ve sosyal güvenliğin evrensel ilkeleri incelenmektedir. Ayrıca AB'de ortak sosyal güvenlik uygulaması ile sosyal güvenliğin koordinasyonu ele alınmaktadır. İkinci Bölümde ise sosyal güvenlik harcamaları incelenmiştir. Öncelikle AB ülkeleri ve Türkiye'de primli/katkılı sosyal güvenlik sistemlerinden yapılan sosyal güvenlik harcamaları ve harcamalar sonucunda oluşan açıklar incelenmiş; takiben primsiz/katkısız sistemleri de içeren sosyal koruma harcamaları; ardından seçilmiş bazı AB ülkeleri ile Türkiye'deki sosyal koruma harcamalarının sigorta kollarına dağılımı karşılaştırılmıştır. Çalışmanın Üçüncü Bölümünde ise bir önceki bölümden elde edilen verilere dayalı olarak genel bir değerlendirme ve analiz yapılmıştır. Ayrıca Türkiye'de primli/katkılı sosyal güvenlik sisteminde oluşan sosyal güvenlik açığının yapısı ve açığı meydana getiren etmenler irdelenmiştir. Çalışma sonucunda Türkiye'de hem sosyal güvenlik ve sosyal koruma harcamalarının AB ülkelerine göre son derece düşük düzeyde kaldığı; sosyal güvenlik açığının ise AB ülkelerine göre son derece yüksek olduğu tespit edilmiştir. | tr_TR |
| dc.description.ozet | In this thesis, it is aimed to determine Turkey's position among EU countries by analysing social security expenditures comparatively in the EU countries and Turkey. In this context, this thesis consists of three parts. In the first part, methodology of the study, social security systems and universal principles of the social security have been examined. Furthermore, common social security approach and coordination of the social security in the EU has been analysed. In the second part, social security expenditures have been examined. First of all, social security expenditures which have been made through contributory social security systems and deficits which are occurred as a consequence of expenditures have been analysed; following that, social protection expenditures which also include non-contributory systems and social protection expenditures according to insurance schemes for some of the selected EU countries and Turkey have been compared. In the third part of the study, a general review and analyse has been done according to data in the previous part of the study. Also structure of the social security deficit in the contributory social security system and reasons of the deficit have been scrutinized. As a consequence of this study, it has been determined that Turkey's both social security and social protection expenditures are very low compared to the EU countries and social security deficit is very high according to the EU countries. | tr_TR |
