| dc.description.abstract | In this study, the analysis of the neo-liberal policy which is being implemented in the electricity sector of Turkey since the last 25 years and designed within the frame of the neo-liberal ideology and persistently proposed especially by the international finance organizations, is being made. The objective of the study is to make assessments related with today or future of the sector by taking into consideration of the results of the policy implementation.With this objective, Turkish electricity sector is examined within its historical process and the problem identification, policy formulation and policy implementation stages are examined. When these are made, mainly the results of the implemented policy were focused on and a comparison and assessment between the results expected from the formulized policy at the beginning and the achieved results are made.Within this frame, the current similar implementations in the World of the model designed related with the Turkish electricity sector are examined. From the results of the mentioned implementation, the degree of the verification of the beginning hypothesis has been put forward based on the numerical data and it is argued that Turkey could benefit the achieved results.According to the research findings, beginning assumptions of the neo-liberal electricity sector policy that was introduced to almost every country as panacea by international organizations couldn?t be verified. On the contrary, too many negative effects that couldn?t be predicted at the beginning have been observed and it has been determined that the neo-liberal transformation of the sector is in a socially, politically, economically and environmentally problematic state. In this framework, it can obviously seen that the policy that is executing in our country?s electricity sector is not to the country?s benefit and for this reason the requirement of questioning and re-designing of this policy has emerged. | tr_TR |
| dc.description.ozet | Bu çalışmada, Türkiye elektrik sektöründe yaklaşık 25 yıldır uygulanmakta olan ve neo-liberal ideoloji çerçevesinde tasarımlanıp, özellikle uluslararası finans kuruluşları tarafından ısrarla önerilen neo-liberal politikanın analizi yapılmaktadır. Çalışmanın amacı, politika uygulama sonuçları dikkate alınarak, günümüze ya da sektörün geleceğine ilişkin değerlendirmelerde bulunabilmektir.Bu amaçla, Türkiye elektrik sektörü tarihsel süreçte ele alınmış ve problem tanımlama, politika oluşturma ve politika uygulama aşamaları incelenmiştir. Bu yapılırken, büyük oranda, uygulanan politikanın sonuçlarına odaklanılmış ve formüle edilen politikadan başlangıçta beklenilen sonuçlar ile gerçekleşen sonuçlar arasında bir karşılaştırma ve değerlendirme yapılmıştır.Bu çerçevede, Türkiye elektrik sektörüne ilişkin olarak tasarımlanan modelin, dünyada mevcut benzeri uygulamaları da incelenmiştir. Söz konusu uygulama sonuçlarından, modelin başlangıçtaki varsayımlarını ne derecede doğrulamış olduğu sayısal verilerden yola çıkılarak ortaya konulmuş, ulaşılan sonuçlardan Türkiye'nin yararlanabileceği çıkarımlarda bulunulmuştur.Araştırma bulgularına göre; uluslararası kuruluşların, ?her derde deva bir reçete? olarak her ülkeye sundukları neo-liberal elektrik sektörü politikasının başlangıç varsayımları doğrulanamadığı gibi, başlangıçta öngörülmeyen pek çok olumsuz etkilerinin de ortaya çıktığı görülmekte, sektördeki neo-liberal dönüşümün, sonuçları itibariyle toplumsal, politik, ekonomik ve çevresel olarak sorunlu olduğu tespiti yapılmaktadır. Bu çerçevede, ülkemiz elektrik sektöründe uygulanmakta olan politikanın ülke yararına olmadığı açıkça görülmekte, politikanın sorgulanması ve yeniden tasarımlanması ihtiyacı ortaya çıkmaktadır. | tr_TR |
