Abstract
SUMMARYMeasures, Required to be taken Before and After Harmonization toCommon Agricultural Policy (CAP) Within Milk SectorDuring Admission Period of Turkey to EUThis research is aiming to lay down the measures, required to be taken before and afterharmonization to Common Agricultural Policy (CAP) within milk sector during admission period ofTurkey to EU.In the research, experiences of states, such as Spain, Portugal and Greece which share similarrural economical structure with Turkey during membership negotiations period with EU during theirintegration periods to EU, as well as EU and Turkey within milk and dairy products sector wereexplored. Furthermore, DELPHI questionnaire, based on expert opinions, was applied for the purposeof estimation of compatibility, competitiveness and impact level to Common Agricultural Policywithin milk and dairy products sector after membership of Turkey to EU and describing theenvironment, where Turkish Milk sector is located during this period, when Turkey has started hermembership negotiations with EU.Under this thesis study, following brief results are obtained on harmonization of Turkey toCAP via DELPHI questionnaire, from 12 questions applied to producer, industrialist, representativesof government, university and civil society organizations, who has expert level information andexperiences within milk and dairy products sector in Turkey.According to the 63,8 percent of the experts participated to the DELPHIquestionnaire, advantages of Turkey shall be more than disadvantages during participation of Turkeyto EU. With full membership of Turkey to EU, while most important advantage, which might beobtained by Turkish milk producers, is the increase of marketing power of the producers withimprovement of current producer organizations, competition with other member states of EU inconnection with production costs is mentioned as the most important disadvantage for Turkish milkproducer.Solution of high quality raw milk, needed by Turkish milk industrialists, supply problem withfull membership of Turkey to EU, is seen as the most important advantage by the questionnaireparticipant experts. On the other hand, inability to cover demanded amount of milk by milkindustrialists due to milk quota and hygiene rules from inland is assessed as a serious disadvantage forthe sector.Approximately 80 percent of the experts found studies, performed for maintaining the animalhealth, hygiene and public health standards within Turkey, insufficient.All of the experts agree on the opinion of biggest problem within stockbreeding sector ofTurkey are the very small scale of business structure and problems in connection with this.69,4 percent of the experts participated to the DELPHI questionnaire has mentioned that asample model for produing and marketing milk and dairy products, should be specializedcooperatives.In Conclusion there appear to be lots of opportunities and threats the sector would be facedwith during harmonization of Turkish milk sector to CAP of EU, and there is a need for intense andconcerted efforts and substantial structural modification, which may require long time, for bestbenefiting from opportunities and removal of current threats.Key Words: European Union (EU), Common Agricultural Policy (CAP)Milk Sector, DELPHI Research
