Abstract
The number of people who migrate or are forced to migrate continues to increase, especially for security concerns and economic reasons. Especially in recent years, political and economic instabilities in the Middle East and other neighboring countries have made Turkey the target country of immigration for regular and irregular immigration movements. The fact that the vast majority of immigrants in Turkey live in cities increases the importance of local governments in terms of services for immigrants. In this process, municipalities, which are one of the local governments, come to the forefront in terms of intervening in social problems as well as providing traditional urban services. Municipalities, which play a dominant role in the presentation of social policies at the local level, take part in the solution of social problems with social policy implementations aimed at immigrants as well as indigenous people living within their borders. Considering the current conditions, migrants, who are among the disadvantaged groups, are among the target groups of social policies at the local level. In this context, this thesis focuses on the social policies of local governments towards immigrants and examines the social policies towards immigrants in the province of Ankara. In the study, primary data collection technique and document analysis method were used. The main findings of the study are that although the awareness of the municipalities about immigrants has increased over time, there is concern about the reaction of the local people in the design and implementation of activities for immigrants. In this context, successful examples of the multi-actor migration governance approach are included and the migration governance approach has been brought to the fore in the development of effective communication strategies.
