Abstract
Industry sector, which is the backbone of a growing economy, recently has experienced a "paradigm shift". This is due to the need to ensure sustainable, resource-efficient and climate-resilient development. Nevertheless, the costs and challenges faced to build low carbon economies have some adverse effects on the competitiveness of the industrial enterprises, especially in the short term. This study aims at assessing possible effects of the climate policies implemented in the industrial sectors of both the EU and Turkey within the framework of costs and competitiveness. Initially, the conceptual framework of "climate change" and its relationship between development are explained together with the efforts to seek solutions to this challenge in the international area. Secondly, policies and measures of the EU are examined in detail. Then, "cross-cutting" policies and measures to reduce greenhouse gas emissions in Turkey are categorized by taking into account the country's "special circumstances" in the international climate regime. Fourthly, current and projected contributions of the industrial sector to the climate change are addressed together with the counter policies and measures. Lastly, possible effects accompanying with the costs of these policies on the competitiveness of the industrial sector are analyzed in the light of several scenarios presently in use. Consequently, the cross-cutting and industrial abatement measures in Turkey are compared with the ones of the EU and some policy recommendations are submitted for further mitigation alternatives for Turkey.
