| dc.description.abstract | Bu çalışma, bilimsel bilgiyi siyasal süreçlerde kullanılmak üzere araçsallaştıran düşünce kuruluşlarını eleştirel bir bakış açısı ile incelemektedir. Düşünce kuruluşlarının siyasal süreçte elde ettikleri konumları, üstlendiği rol ve işlevlerini araştıran bu siyasal iletişim çalışmasında düşünce kuruluşlarında çalışan uzmanlarla yapılan görüşmeler içerik çözümlemesi yöntemiyle analiz edilmiştir. Derinlemesine görüşmeler ve ilk elden gözleme dayanan, siyasetin bilimselleşmesi olgusu üzerinden düşünce kuruluşlarının tarihini ve siyasal süreçlere etkilerini inceleyen bu tezin birinci bölümü kuramsal tartışmalara ayrılmış, bilim ile siyaset ilişkisi üzerine yürütülen tartışmaların kuramsal boyutları çoğulcu, teknokratik, eleştirel ve postmodern tartışmalar çerçevesinde ele alınmıştır. Düşünce kuruluşlarına dair kuramsal tartışmalar ise çoğulcu ve yeni seçkinler yaklaşımları ile sınırlandırılmıştır. Tezin ikinci bölümünde önce Amerika Birleşik Devletleri örneği üzerinden ardından da Türkiye'de düşünce kuruluşlarının siyasal süreçlerde yer almaya başlaması ve önemli birer aktöre dönüşümü ekonomik ve siyasal gelişmeler ile birlikte tarihsel boyutlarıyla ele alınmıştır. Üçüncü ve son bölüm ise siyasal süreçlerde ihtiyaç duyulan bilimsel bilgiyi üreten düşünce kuruluşlarında çalışan uzmanlarla yapılan görüşmeler siyasetin bilimselleşmesi bağlamında analiz edilmiştir. | tr_TR |
| dc.description.ozet | This study examines with a critical point of view the think tanks that instrumentalize scientific knowledge to use it in political processes. In this political communication study, which investigates the positions obtained by think tanks during political processes and the roles and functions they undertake, the interviews made with the experts working in think tanks were examined using the content analysis method. The first chapter of this dissertation, which rests on in-depth interviews, first-hand observations and looks into the history of think tanks and their effects on political processes based on the notion of scientification of politics, is allocated for theoretical arguments and the theoretical dimensions of the arguments conducted on the relationship between science and politics are takcled within the framework of pluralist, technocratic, critical, and postmodernist discussions. The theoretical arguments on think tanks, on the other hand, have been restricted to pluralist and neo-elitist approaches. In the second chapter of the dissertation, think tanks are discussed on the basis of the USA example, then their starting to take place in the political processes in Türkiye and turning into significant players are addressed along with economic and political developments and historical aspects. In the third and final chapter, the interviews made with the experts working in think tanks that produce the scientific knowledge needed for political processes are analyzed within the context of the scientification of politics. | tr_TR |
