Abstract
In this study, Romania?s market economy reforms, the momentum of reform process and development on economic and institutional aspects from December 1989 to our day are analysed; the level of progress is discussed particularly on perspective of membership process to European Union and the Union?s support to Romania?s membership in a comparative basic with Turkey. Since the beginning of transformation, the liberalization process and institutional structring of both countries have developed with the coordination of IMF stand by arrangements and technical assistance; nonetheless EU membership process has acted catalyst function particularly for Romania?s economic transformation. In addition, EU?s technical and financial aid for Romania has been in a much more level than Turkey; EU has signed accession agreement with Romania while Romania had not fulfilled Copenhagen Economic Criteria completely thus EU has exhibited a strong intent to keep Romania in the enlargement wave. As a consequence, while being behind Turkey on institutional and quality of governance aspects, Romania has acquired EU membership by the year 2007 with her political and economic stability since the year 2000. In membership, Turkey?s development on the sustainability of macroeconomic stability and political criteria has described as inadequate nonetheless Turkey had adopted market economy system 10 years before Romania and maintaining her relations with EU as a partner country for more than 40 years, and on customs union dimension for 10 years.
