Abstract
Cultural and natural entities left from the ancient ages to the century that we live in and contribute to the formation of a country?s cultural identity are the biggest heritage that can be left to the next generations. As the cradle of civilizations, Turkey has a rich cultural heritage that has been smuggled within the country and abroad to make profit for social and economic reasons.The historical artifacts? being non-producible objects and having a commercial profitability; the collectors? higher purchasing power in the developed countries; the lack of coordination among institutions against smuggling and inadequate level of cultural consciousness of the individuals living in the society caused an increase in smuggling in historical artifacts.Though in the past 150 years, national and international legal and administrative regulations to prevent crime have been successful, due to the lacks of these regulations, in Turkey as a source country, smuggling in historical artifact still continues.The problems encountered during the prevention of smuggling in historical artifacts can be solved by improving and strengthening the current communication among government, society and citizens. The solution can only be possible by implementing cultural policies including universal values which are acceptable for everybody and which are not politicized. One should always remember that nations, formed by societies in which individuals can integrate the legal norms and cultural consciousness into their daily life, will play an effective role in preventing crime.
