While Adana had been a Sanjak (subdivision of a province) with its status as a country estate or a household dependent on Aleppo Province until 1608, it became an Ottoman Province governed by the governors appointed by Istanbul Government from that date on. But, since Adana’s social structure made of nomadic tribes has not changed until 1865, it has usually been governed by the tax collectors beside the governors. Severe conflicts were experienced among the local notables or chief men to gain a tax collector’s status. In 1823, the town had 52 living quarters and 1,384 extraordinary tax paying households. During 1831 census, total male population of the town was 6,501. The non-Muslims, mostly Armenians, who had a population of 2,451 in 1831, according to our registry, in 1823 were living at living quarters of Hammaloglu, Ali Dede, Tasçıkan, and Eski Hamam outside of Zimmiyan Quarter as mixed with Muslims. If we examine tradesmen’s organization, we will see that the craftsmen groups such as blacksmiths, leather goods makers, packsaddle makers, were naturally most important professions due to the Çukurova (Low Plain) economy which depended on farming and animal husbandry. Adana’s position on an international trade route influenced trade activities, and commercial buildings were built in the town and caravansarays were built on roads. In 1695, Adana was one of the regions where country estates were establihed. If we examine the identities of the estate owners, we will see that most of them were government officials of military or the ulama classes. If we examine the registry of yearly expenses, we will see that a lot of government officials illegally profited under various titles from the money collected from the people.
