Abstract
This study aims to establish the organizational situation of Turkish cinema in a historical view, to examine the changing meanings of organization in cinema industry in recent framework and to explain the situation of Turkish cinema workers and their organizations. The unions got into a weakening process because of the transformation of production style, neoliberal policies and globalization of capital. On the other hand, whilst film industries have been dominated increasingly by transnational capital, subcontractors have taken an important role in the film production process and the workers have started being employed in a procect-basis. Globalization deepened the distinction between skilled and non-skilled workers, and regulations about intellectual property rights have come into prominance. Thus, guilds which are related to residuals and re-run incomes started to get stronger while unions which are the organizations of technical labour of cinema started to get weaker. Besides, international unionization processes stayed limited because of conflicting national interests.When we examined the organization history of Turkish cinema workers, the similarities with the world-wide developments have been seen. An intense unionization occured between 1960-1980 and it stopped in 1980. It is seen that Sine-Sen -the only union of cinema workers- couldn?t success to protect its members? social and economic interests and that the guilds started to become stronger especially since 2000?s. Even the guilds ?the organizations of creative labour- had to challenge with some certain issues in practice, they have been in dialogue with government because they are semi-official instutitions which caused them to get support. They also have the possibility to make the negotations for collective agreements. Although it delays to come to an agreement with RATEM that there are many guilds in Turkish film industry, to overcome this problem and accelerate the process some certain efforts can be seen.
