Abstract
The meeting culture, entered the Turkish and Islamic social life with II. Constitutional Monarchy and took root. It has become an important mass communication tool of political, social and cultural life, contributing greatly to the development of democratic culture and constitutional order. They have been prticularly useful in the transformation of society from subject to citizen and from religious society to community. In this doctoral study, the legal development process, subject, purpose, program, place and time, participans, discourses, slogans, visits, demands and criminal situations of the rallies were discussed and the transformation and change of the society was examined. Its contribution to the democratic and constitutional structure has been tried to be revealed. With this study, the main meeting and demonstration movements that took place during the II. Constitutional Monarchy Period, when the right to meeting was first legalized, were brought under a single heading. In this respect, it is aimed to present a reference work. The main sorurce of our doctoral study is the documents of the Presidency State Archives Ottoman Archive and the periodicals of the National Library Archive. In addition, the memories of the period were used. Our study consists of three parts. In the first part, the meetings that contribute posivetely to the development of democratic culture understanding with the constitutionalization of the state structure with Turkish society are included. To the areas where the people gather; the people's assembly, the decisions taken; has been viewed through the eyes of the law. In the second and third parts, anti-annexation and pro-war meetings are included. It was revealed how the crowds gathered in the fields with such meetings became a nation and how natioanalism developed in the feelings of these crowds.
