Abstract

The aim of this study is to scale teachers' perceptions of competence in the field of measurement and evaluation in education by using paired comparison method according to judges' decisions. This research is designed as a survey model. The study group consists of 459 volunteer teachers who work in state schools throughout Eskisehir. The research data were collected via 'Perception Form of Measurement and Evaluation Competence Area' developed by the researcher. To answer the research questions, scaling was conducted via paired comparison method based on Thurstone's (1927) Law of Comparative Judgements. Thurstone's 3rd and 5th equations were used for data analysis. As a result of the research, it was concluded that teachers have the highest competence perception for the area of "giving effective feedback to students based on the exam results" while they have the most insufficient perception for the area of "writing open-ended items which could measure higher order thinking skills". The highest and the lowest perception areas did not show any significant difference according to the different grades teachers were responsible. However, it was determined that high school teachers' perception of competence in the field of measurement and evaluation tends to be low when compared to other teachers from different grades.
