| dc.description.abstract | ABSTRACT Telecommunications sector is an important model that shows the rapid change in economical and social structure after 1980's. Telecommunication service, estimated as public service in many countries and performed by directly government administration, is being restructured in last 20 years and its substructure and management is passing from public to private. Both structural changes in the sector because of technological developments and changes out of the sector - liberalization and development of the world trade, increase of competition, globalization of the world economy - are being effective in the process of restructuring of the sector. With the continuing shift toward an information-based economy, the strategic importance of the telecommunications has been increased. The main theme of this study is the liberalization, privatizaion and regulation practices in telecommunication sector. Considering the importance of telecommunication sector for economic growth and development, privatization and regulation experiences of the last two decades are reviewed, the reforms are estimated in the countries which had privatized the public monopolies or had radical changes in the traditional structure and the basic inclinations are given in the reforms. After the explanation of regulation practices and regulatory institutions and commissions, the developments of the telecommunications sector administration in Turkey and Turk Telekom are examined. 264 | tr_TR |
| dc.description.ozet | ÖZET Telekomünikasyon sektörü 1980 sonrasında yaşanan ekonomik ve sosyal yapıdaki hızlı değişimi ortaya koyan önemli bir örnektir. 1980'lere kadar birçok ülkede kamu hizmeti olarak değerlendirilen ve doğrudan devlet yönetimi aracılığıyla tekel olarak yürütülen telekomünikasyon hizmetleri, son 20 yıldır yeniden yapılandınlmakta, altyapısı ve işletmesi kamudan özel sektöre kaymaktadır. Sektörün içinde bulunduğu yeniden yapılanma sürecinde hem teknolojik gelişmeler sonucu sektörde yaşanan yapısal değişikliklerin, hem de sektör dışındaki değişimlerin -dünya ticaretinin serbestleştirilmesi, gelişmesi ve rekabetin artması ile dünya ekonomisinin küreselleşmesi- etkisi bulunmaktadır. Enformasyon tabanlı ekonomiye yönelik değişimle birlikte, telekomünikasyon sektörünün stratejik önemi de artmaktadır. Bu çalışmanın ana konusu telekomünikasyon sektöründeki serbestleştirme, özelleştirme ve düzenleme uygulamalarıdır. Çalışmada telekomünikasyon sektörünün ekonomik gelişme ve kalkınmadaki önemi dikkate alınarak, son 20 yılın özelleştirme ve düzenleme deneyimleri gözden geçirilmiş, telekomünikasyonda kamu tekellerini özelleştiren ya da geleneksel yapıda radikal değişiklikler yapan ülkelerdeki reformlar değerlendirilmiş, reformlardaki temel eğilimler verilmiştir. Sektördeki düzenleme uygulamaları, düzenleyici kurum ve kurullar ele alındıktan sonra ise, Türkiye'de telekomünikasyon sektörü yönetiminde yaşanan gelişmeler ve Türk Telekom örneği incelenmiştir. 263 | tr_TR |
