Abstract
In this dissertation, it is attempted to show the appearances of the the EU-driven securitypolicies and institutional transformation efforts, which has been affected intenselyparticularly from 2000 onwards, in the everyday life of police in an open-ended manner.The new emerging power relations is inquiried which is related with the lacking of theauthority of the bureaucratic center for the reasons such as the ignoring of merit, opennessto the political influence and `favoring?. In this respect, new emerging struggle fieldbetween the bureaucratic center and practitioner police at the local level has beenexamined on the basis of the features of the power and authority. With this examination itis shown that there is also a paradox and conflict between the pre-determined and writtenrules of the formel bureaucracy and the inner logic of the everyday life which forms thefield of activity of the practitioner police at the local level. Therefore, the rules of theeveryday life is given a room and from this perspective the reflection and appearances ofthe formel bureaucracy at the local level has been evaluated critically from the qualitativepoint of view on the basis of the ethnographic data.The policy as a power resouce and its nature, content and rules and the impacts of it at thelocal level has been focused in detail. Likewise, the reactions and resistance forms of thepolice at the local level to the policies as a power resource has also been investigated.
