Abstract

With the establishment of second monarcy -23rd of July 1908 (10th of July 1324)? there was obtained the right of gathering and setting up associations in Ottoman Society. One of the first established associations in context was the Association of Fleet (Donanma Cemiyeti). The association which was set up in 1909 July the 19th in order to help the purchasing of ships for the Ottoman Navy, continued activity for about ten years. The association was able to achieve a wide organizational network. It opened offices in Edirne, Erzurum, Adana, Ankara, Aydin, limit, Bitlis, Bursa, Bolu, Qatalca, Diyarbakir, Sivas, Samsun, Trabzon, Kastamonu, Kala-yi Sultaniye9 Konya, Mamuretulaziz, Van, Basra, Baghdat, Bingazi, Beirut, CebeM Tubman, Cezayir-i Bahr-i Sefid, Micaz, Halep, Resmo, Zor, Selanik, Syria, Trablusgarp, Cyprus, Jerusalem., Kandiye, Kosova, Medine-i Munewere, Egypt, Manastir, Musul, Yanya, Yemen and Berlin and also Paris. It gained also a strong of public support other than goverment The activities it performed were the subject of interest and gained great attention in the Ottoman society. The Association, having its mam office in Istanbul, used today's modern methods during the organization phase in the provinces. The goals of Association of Fleet were explained to people by its members on excursions. Relations were established with dignitaries and honorable people in arrived spots. In this way offices were opened even in villages as well The financial sources of the association mostly consisted of monetary and non-monetary donations gathered from people. Policy of transparency in association's operations was applied in order to get the confidence of the people and to continue people's support Each member, paying 40 para as subscription in every months had right to inspect to the financial registrations of the association. The Association managed to organize theater and movie exhibitions and excavations for searching antiquities in the provinces. The Magazine of Fleet? which was the publication means of the association? had an important culturel value in that time fs society. The association was closed on the 2nd of April 1919 by decree and its immovables were passed to treasury.
