Abstract
The number of the legislative chambers is one of the traditional discussions of the Constitutional Law and comprehensive studies have been carried out on this issue. A system of bicameralism is introduced as a prescription for the government not to be restricted by itself and division of the parliament into two for legislation so as to provide a guarantee for the development of the freedom areas was considered as any accessory for the separation of powers. Thus, it is possible to consider the system of bicameralism as an attribute of the classic liberal democracy. In this study, I tried to review the discussion in detail with comparative examples such as numerous democratic countries whether the system of bicameralism is an indispensable component or not for pluralist democracy by building on these assumptions and by considering second chamber experiences in Turkish political history.
