dc.description.abstractStandartlar, arşivcilik faaliyletlerinin düzenlenmesinin temelini oluşturmaktadır. Dünya'nın her neresinde olursa olsun arşiv belgelerinin yapısal ve içerik özellikleri çok fazla benzerlikler taşımaktadır. Bu nedenle arşivcilikte ulusal ölçekte geliştirilen standartlaşma çalışmaları uluslararası etkiye sahip bir hale gelmiştir. Arşivlerde tarihi, idari, sanatsal gibi birçok özelliğe sahip farklı türden materyal bulunmaktadır. Arşivlerde bulunan materyal türlerinden en dikkat çeken ve farklı niteliklere sahip olan tür ise kartografik ve fotografik materyaldir. Oluşturuldukları ortam ve bilgi erişim unsurlarının tespiti açısından arşivcilerin oldukça zorlandığı materyal türleri arasında yer alır. Özellikle kartografik ve fotografik materyalin nitelenmesi için standartların oluşturulması, hem arşivcilerin hem kullanıcıların işini oldukça kolaylaştıracaktır. Tarihsel süreç incelendiğinde kartografik materyal için ISO 19115, fotografik materyal gibi görsel kaynaklar için VRA Core gibi özel standartların geliştirildiği de görülmektedir. Bu çalışmada öncelikle kartografik ve fotografik materyalin nitelenmesi için gerçekleştirilen uygulamalar ulusal arşivler bağlamında incelenmiştir. Sonrasında Türkiye'de kartografik ve/veya fotografik materyal bulunan kamu arşivlerinde durum ortaya konulmuştur. Elde edilen veriler bağlamında stratejik planında standart uygulamaların zayıf yön olarak belirtildiği Türkiye Cumhuriyeti Devlet Arşivleri Başkanlığı'na kartografik ve fotografik materyalin nitelenmesi için yol haritası oluşturacak önerilerde bulunulmuştur.
dc.description.sponsorshipStandards form the basis for regulating archiving activities. The structural and content features of archive records are very similar wherever they are in the world. For this reason, standardization studies developed on a national scale in archiving have become internationally influential. Archives contain different types of materials with many characteristics such as historical, administrative and artistic. The most striking and distinctive types of materials found in archives are cartographic and photographic materials. These materials are among the types of materials that make it very difficult for archivists to determine the environment in which they were created and the elements of information retrieval. Establishing standards, especially for the description of cartographic and photographic materials, will greatly facilitate the work of both archivists and users. When the historical process is examined, it is seen that special standards such as ISO 19115 for cartographic material and VRA Core for visual resources such as photographic material have been developed. In this study, first of all, the practices carried out for the description of cartographic and photographic materials were examined in the context of national archives. Afterwards, the situation was revealed in the public archives in Türkiye that contain cartographic and/or photographic materials. In the context of the findings obtained, suggestions were made to create a road map for the description of cartographic and photographic materials to the State Archives Directorate of the Republic of Türkiye, where standard practices were stated as a weakness in its strategic plan.
