Abstract

State of Safavid was established as the previous Turcoman states by Kızılbas Turks. Itcontinued the structure of Ilhanlılar and Akkoyunlular. However they became an empireincluding many nations within itself by the reason that they dominate a really vastgeographical region at the same time. Feudal Kızılbas clans have a great effect on this statehaving a monarchical structure. In addition, at the state of Safavid which Persians took placein bureaucracy, there is always a conflict between Turks and Persians. Kızılbas clans werestruggling with each other and mostly did not accept any authority because of not wanting tolose their power on the state and this forced Shah Abbas to take certain measures. In order tostrengthen his authority, he tried to close by means of kullar (slaves) association which heaffected from Ottomans. These applications caused that Kızılbas clans lost their power in animportant degree gradually.New structuring started with Shah Abbas period has been clearly seen in theTezkiretu-l Muluk that we have discussed. In fact, the classical state organization that wehave followed tracks of `empire? understanding dated back from Akkoyunlular to Ilhanlılar.Tezkiretu-l Muluk which presents detailed information about Safavid palace organization andits employees is a source that is needed to be examined. Therefore, we tried to introduceSafavid state organization by being predicted on this source which was neglected up to now.
