| dc.description.abstract | Bu tezde, Karadeniz jeopolitiğinin 1990’dan günümüze geçirdiği dönüşümeleştirel jeopolitik kuramdan yararlanılarak ele alınmıştır. Bu kapsamda öncelikleKaradeniz jeopolitik söyleminin ve algısının 1990’dan itibaren neden ve nasıldeğiştiği sorusuna cevap aranmıştır. Tezin ilk bölümünde tarihsel olarak jeopolitikkavramının geçirdiği değişim anlatılmış, küreselleşmenin etkisiyle değişen jeopolitiktanımı ve eleştirel jeopolitik kuramı açıklanmıştır. Eleştirel jeopolitiğin üzerindedurduğu jeopolitik tanımlama ve kavramsallaştırmalara değinilerek Karadenizjeopolitiğinde bu tanımlamaların nasıl kullanıldığı havza ve bölge kavramlarıörnekleri üzerinden incelenmiştir.Tezin ikinci bölümünde yeni jeopolitikler konusu işlenmiştir. Karadenizjeopolitiğinde küreselleşmenin etkisiyle ortaya çıkan yeni jeopolitik konular olanenerjinin, çevrenin ve göçün etkileri ortaya konulmuştur. Bu konular çerçevesindebölge içi devletler olan Türkiye ve Rusya ile bölge dışı aktörler olan ABD ve AB’ninpolitikalarına değinilmiştir. Ayrıca Karadeniz jeopolitik söyleminin bu aktörlertarafından güvenlikleştirildiği ve bunun Karadeniz jeopolitik algısını etkilediğibelirtilmiştir. Tezin bu bölümünde genel olarak yeni jeopolitikler çerçevesindeKaradeniz jeopolitik söyleminin değiştiği ve yeni politikalar için jeopolitik bilgininyeniden oluşturulduğu öne sürülmektedir.Tezin üçüncü ve son bölümünde ise Karadeniz’e kıyısı olan ülkelerinKaradeniz jeopolitikaları ele alınmıştır. Rusya, Türkiye, AB üyesi olarak Romanyave Bulgaristan ile Ukrayna ve Gürcistan’ın dış politikalarında Karadeniz’in yeri vejeopolitik söylem ve politikalarını ne şekilde belirledikleri incelenmiştir. Bukapsamda Karadeniz jeopolitiğinin kıyıdaş ülkelerin jeopolitikaları tarafındanoluşturulan bir jeopolitik bilgi olduğu ve bu bilginin jeopolitik algıyı etkilediği ortayakonmuştur.Tezin bütününde başta sorulan değişimin nedeni sorusunun cevabı olarakküreselleşme ve yeni jeopolitikler gösterilmiştir. Karadeniz jeopolitik bilgisinin 1990sonrasında yeniden şekillendirildiği göz önünde tutularak bunun jeopolitik algı vepolitikalar üzerindeki etkisi incelenmiştir.Abstract This thesis analyzes the geopolitics of the Black Sea from the perspective ofcritical geopolitics. Overall, the thesis seeks to deal with why and how the discourseand perception of the Black Sea geopolitics have changed since the 1990s.The first chapter is dedicated to explain the change in the concept anddefinition of geopolitics from a historical perspective underlying the impact ofglobalization. The theory of critical geopolitics, and its geopolitical definition andconceptualizations are also examined. Then, the way these definitions are used in theBlack Sea geopolitics are analyzed with reference to the concepts of “basin” and“region”.The second chapter addresses the issue of new geopolitics. Within theframework of the Black Sea geopolitics, the new geopolitical issues of energy,environment and migration, which has emerged due to the impact of globalizationare presented. In this regard, the policies of Turkey and Russia as regional statestogether with the United States (US) and the European Union (EU) as non-regionalstates are elaborated. Furthermore, it is argued that the Black Sea geopoliticaldiscourse is securitized by these actors and this affected the perception of the BlackSea geopolitics. In the end, this chapter asserts that the discourse of the Black Sea geopolitics has changed owing to the new geopolitics and the geopolitical knowledgeis re-established for the formulation and implementation of the new policies.The third and the last chapter explores the Black Sea geopolitics of littoralstates. The geopolitical discourse of the Black Sea in the foreign policies of Russia,Turkey, Romania and Bulgaria as members of EU, Ukraine and Georgia areexamined. In this context, it is claimed that the Black Sea geopolitics is ageopolitical knowledge which is constructed by geopolitics of the littoral states andinfluences the geopolitical perception.To sum up, this thesis identifies globalization and new geopolitics as thereasons for change in the concept of geopolitics. In addition, it argues that the BlackSea geopolitical knowledge has been reshaped since the 1990s and this had atremendeous on the geopolitical perception of and policies about this region. | |
