| dc.description.abstract | Kentlerde nüfusun yığılmaya devam etmesi, mevcut tüketim alışkanlıklarının sürmesi, küresel süreçlere eklemlenme çabaları sonucu sınırsızca kaynakların tüketilmesi, artan çevresel kirlilik, doğal kaynakların bozulması, nüfusun belli yerlerde yoğunlaşması ile beraber gelen sosyal kutuplaşmalar, insanların çevrelerine yabancılaşması, yerleşmeler arası ve içi sosyal ve ekonomik adaletsizlik gibi nedenler kentlerin doğal ve yapay çevrelerinin sürdürülebilmesine olanak sağlayan, ekonomik ve sosyal gelişmeyi destekleyen ve gelecek kuşakların da haklarını gözeten bir sürdürülebilir kentsel gelişme planlamasını zorunluluk haline getirmiştir. Sürdürülebilir kentsel gelişme, kentsel ekosistemin korunması hedefinde ekonomik ve sosyal gelişmeyi sağlamak, çevresel sürdürülebilirliği gerçekleştirmek gibi temel ilkelerin yanında, etkin kentsel yönetim ve planlama politikalarını, katılımcı demokrasi süreçleriyle gerçekleştirmektir. Bu doğrultuda kent yöneticilerinin demokratik, katılımcı ve işbirlikçi anlayışla yürüttükleri faaliyetler, planlamalar, politikalar ve uygulamalar, sürdürülebilir kentsel gelişme hedefine ulaşılmasını sağlayacaktır. Bu çalışma, yerel yönetimlerin (belediyelerin) yaptıkları çalışmalar üzerinden gerçekleştirdikleri kentsel yönetişimin niteliği ve katılımcı karar alma süreçleri incelenerek sürdürülebilir kentsel gelişme hedefine ulaşmadaki etkinliğini ortaya koymaktır. Yapılan ampirik araştırma sayesinde, Türkiye'de sürdürülebilir kentsel gelişme amacında örnek çalışmalar ve uygulamalar yapan belediyelerden Gaziantep Büyükşehir Belediyesi'nin, yerel sorunların çözümünde yürüttüğü kentsel yönetişimin niteliği ve karar alma süreçlerinin etkinliği incelenmiştir. The continuing accumulation of population in cities, the continuation of current consumption habits, limitless consumption of resources as the result of the endless efforts of articulation to global processes, increasing environmental pollution, deterioration of the natural resources, social polarizations incidental to concentration of population in certain places, alienation of people from their surroundings, social and economic injustices between settlements and inter-settlements have made a sustainable urban development plan obligatory which enables sustainable natural and artificial environments of the cities, supports economic and social development, and protects the rights of future generations. Sustainable urban development puts into practice effective urban management and planning policies through the processes of participatory democracy as well as the basic principles for the aim of the protection of the urban ecosystem, such as ensuring economic and social development, and achieving environmental sustainability. Accordingly, activities, plans, policies and practices carried out by city managers in a democratic, participatory and collaborative manner will ensure the achievement to the aim of the sustainable urban development. This study demonstrates the effectiveness of achieving sustainable urban development by examining the quality of urban governance and the participatory decision-making processes through the works which local governments (municipalities) have carried out. Through the empirical research, the quality of the urban governance and the effectiveness of the decision-making processes in the solution of the local problems are examined in the case of Gaziantep Metropolitan Municipality, one of the municipalities which makes exemplary studies and practices for the objective of sustainable urban development in Turkey. | tr_TR |
