Item Soğuk Savaş Neden Yeniden Sona Erdi?Tellal, EralItem Soğuk Savaş sonrasında Karadeniz: 1991-2011(Sosyal Bilimler Enstitüsü, 2012) Canar, Burçin; Tellal, Eral; Uluslararası İlişkilerThis dissertation examines the Black Sea policies of the Euro-Atlantic powers along with the policies of the Russian Federation and Turkey. First of all, changes in the international system in the post-Cold War era were determined. In addition to that, the Black Sea regional sub-system was studied within the context of the BSEC and regional problems. Next, the Black Sea policies of the USA, EU, RF and Turkey were discussed by analyzing their goals, instruments and policies toward regional problems.In the post-Cold War era while defining the Black Sea region, besides BSEC, the concept of ?Wider Black Sea? is being used. After the collapse of USSR, USA, aiming to maintain its hegemony considers the Black Sea as its ?sphere of vital interest?. The main idea of ?the Grand Chessboard? and ?the Wider Black Sea?, which are parallel with the American strategy documents, is to prevent potential rivals to become real ones and anti-US regional coalitions. NATO and the EU, through membership or cooperation, play important role in integrating the region with the Western system.On the other hand, Russia, which defends a multipolar world against the U.S. hegemony, is uncomfortable with the enlargement of the Euro-Atlantic influence. The Black Sea policy of Moscow is intended for maintaining its own control and reducing the Western influence. As for Turkey, its Black Sea policy is based on the Montreux Convention. The Euro-Atlantic initiatives in the Black Sea have been prevented by the cooperation of Russia and Turkey.Keywords: The Black Sea, USA, EU, NATO, Regional Powers
