    Devletin toprak üzerinde örgütlenmesi: Türkiye'de illerin yönetimi

    This study examines the changing form in the territorial organization of the state, which is assumed as the dependent variable of socioeconomic formation. Also the thesis defines state-territory relation as a power problem. The theme focuses on the administration of Turkish departments with the historical background of Ottoman Empire. In traditional Turkish public administration system, the departments are organized as both central and local administrative units. The territorial policy of the Republic is developed against Ottoman period and the state organization is based on departments. And the Ottoman provinces are abolished. The general authority has been left to central administration at the department level. The local administration has been serviced behind the central part. Briefly, the territorial organization of the Republic has built in the rejection of provinces, and withdrawing of local administration. Since 1980, neoliberal reforms have been advanced by solving this mechanism. Now, global actors are demanding local administration and province system instead of central administration. This study is trying to explain the changing form in the territorial organization of the state by historical research. The territorial organization of the state in feudal society is examined through Ottoman model, furthermore the administration of departments in Turkey presents the movement of the state on territory in the capitalist society. If this study contributes to administrative theory, besides developing a scientific view on the current public reform process, it will have been attained to its goal.

    Telekomünikasyon sektöründe yeniden yapılanma

    ABSTRACT Telecommunications sector is an important model that shows the rapid change in economical and social structure after 1980's. Telecommunication service, estimated as public service in many countries and performed by directly government administration, is being restructured in last 20 years and its substructure and management is passing from public to private. Both structural changes in the sector because of technological developments and changes out of the sector - liberalization and development of the world trade, increase of competition, globalization of the world economy - are being effective in the process of restructuring of the sector. With the continuing shift toward an information-based economy, the strategic importance of the telecommunications has been increased. The main theme of this study is the liberalization, privatizaion and regulation practices in telecommunication sector. Considering the importance of telecommunication sector for economic growth and development, privatization and regulation experiences of the last two decades are reviewed, the reforms are estimated in the countries which had privatized the public monopolies or had radical changes in the traditional structure and the basic inclinations are given in the reforms. After the explanation of regulation practices and regulatory institutions and commissions, the developments of the telecommunications sector administration in Turkey and Turk Telekom are examined. 264
