    The birth of democracy has come after various stages. In parallel with the developments in the world in Turkish society; this understanding of culture and management has begun to develop in the Ottoman Empire. The declaration of the Second Constitutional Monarchy and the assembled councils are important in this respect. The purpose of this study is; 1-To examine the issue of how tolerance of democracy is achieved and how to reach solution by discussing country problems and representation of the people, 2- in terms of day-to-day shedding, to examine how parliaments work and their level.
