    Dwight Waldo who made great contributions to the field of public administration over fifty years has been considered as one of the most important public administrationists of our time and as one of the founders of the discipline. He is one of the first intellectuals who claimed that public administration is in fact a political theory and who conceptualized fundamental issues of public administration within the overall context of Western political thought. Having witnessed the entire twentieth century and the major transformations took place in the field of public administration and its environment, Waldo spent a lifetime thinking and writing on the state and the development of the discipline. But despite his vital importance for the field as a public administrator, administrationist, scholar, writer and educator, Waldo?s works have never been translated to Turkish and therefore who is not known enough in Turkish public administration world.Taking into consideration the central role he played and his importance for the field stated above, this study considers Waldo?s thought as a powerful framework for understanding the developments taking place in our time in both the discipline and the practice of public administration and aims at examining his works in detail and in conjunction with the development of field of public administration.
