    Türkiye`de tarım topraklarının amaç dışı kullanılması

    Gerek yoğun ve çarpık kentleşme, gerek sanayi tesislerinin sağlıksız yerleşimi, çok değerli tarım arazilerinin elden çıkmasına sebeb olmaktadır. Bu tezin temel amacı, kentsel ve endüstriyel kullanımlar için ihtiyaç duyulan toprağın, verimli tarım topraklarından vazgeçilerek karşılanması uygulanmasının, her ülke için korunması gereken doğal kaynakların başında gelen "tarım topraklarına" olan olumsuz etkilerini, çevreye bağlı yönetimsel, tüzel, ekonomik ve toplumsal boyutlarıyla ortaya koymaktır. Tez, "Giriş" ve "Sonuç ve Öneriler" dışında, üç ana bölümden oluşmakta; ilk bölümde, toprağın, çevre, insan, kent, sanayi ve nüfus ile ilişkilerine değinilmektedir. İkinci bölümde ise Türkiye'nin arazi varlığı üzerinde durulmakta; ayrıca tarımsal toprakların amaç dışı kullanımına etki eden faktörler irdelenmektedir. Üçüncü bölümde de, amaç dışı kullanımların engellenmesine yönelik ulusal ve uluslararası politikalar ile, mevcut tüzel durum tartışılmaktadır. Çalışma, tamamen "kuramsal" bir nitelik taşımakta; temel olarak "literatür taraması" üzerinde şekillenmektedir. Bunun yanında gerek ulusal ve gerekse de uluslararası boyuttan çeşitli örnekler verilerek konunun somutlaştırılmasına çalışılmaktadır. Ayrıca, sorunun çözümüne yönelik önerileri de sıralanmaktadır. Abstract The urbanization which is both intense and distorted, has led to diminish a plenty of agricultural land at hand. The main goal in this thesis was, therefore, to make clear the possible negative effects of the application of obtaining land from the agricultural soil, which has been the most essential part of natural resources to be preserved for every country, for the need of both urbanization and industry in relation to all dimensions that were managing, judicial, economical, and social. This thesis, which included both sections of "Introduction" and "Discussion and Suggestions", also involved the other three distinct parts; for instance, in the first section, the interrelationships between the land and all the other factors, that is, environment, human, urban, industry, and population have been touched upon. At the second part, both the total land capacity and the total agricultural land potential of Turkey have been discussed together with the factors affecting the malfunctional use of the agricultural land. Finally, at the last section, all the national and the international policies in connection with the contemporary legal situation have been tackled with in relation to prevent the malfunctional use of agricultural land. In addition, some suggestions for the possible solution to the problem were presented. This study has been mainly based on "the theoretical framework", as being shaped by the method of literature review in 136particular. Moreover, the main topic has been tried to be specified by giving some examples from both the national and the international dimensions. At the end, some suggestions for the future research were presented.
