dc.description.abstractYönetimin kontrol fonksiyonu, zaman içinde örgüt yapılarının değişmesiyle birlikte değişime uğramış, otoritenin görünümü değişmekle birlikte çalışanı üretim sürecine bağlı kılmak olan özü hep aynı kalmıştır. Üretim sürecinin kapitalizmin gelişimine uygun olarak şekil değiştirmesine paralel olarak yönetsel kontroller de değişmeye devam etmektedir. Klasik örgüt kuramında hiyerarşik amir tarafından yapılan, çalışanın belirli sürede belirli işleri yapmasına yönelik tasarlanan fiziksel kontroller, post bürokratik yapılarda çalışanın davranışlarını, değer yargılarını ve duygularını da kapsayacak şekilde uygulanan ılımlı kontrollere dönüşmüştür. Bu dönüşümün devletteki yansıması, neo Weberyen devlet modeli olarak adlandırılmıştır. Kontrolün kapsamının ılımlı kontrollere doğru genişlemesi, yeni kontrol araçlarını da beraberinde getirmiştir: Kaynakların etkili, ekonomik ve verimli kullanılması; mali saydamlık ve hesap verebilirlik; plan/program/bütçe uyumu ile iç kontrol ve denetim yapıları vasıtasıyla kontrolün idare içinde gerçekleştirilmesi. Bu ilkeleri esas alan reformlar, neo liberal politikalar kapsamında uluslararası kuruluşların önderliğinde gelişmiş ülkelerde hayata geçirilmiştir. Mali yönetim reformları, gelişmiş ülkeler açısından her ülkenin kendi kamu yönetimi geleneği ve ekonomik yapısı ile uyumlu olarak birbirinden farklı konulara odaklanarak ve zaman içinde evrimleşerek gerçekleştirilmiştir. Gelişmekte olan ülkeler açısından mali yönetim reformları, uluslararası kuruluşların mali kaynaklarından yararlanmanın ön koşulu olarak iyi yönetişim adı altında politika transferi olarak hızla uygulanmaya başlanmıştır. Türkiye'de bu reform rüzgârından etkilenmiş ve 2001 yılında yaşanan ekonomik krizden çıkış sürecinde hızlı bir şekilde kontrol yapısını değiştirmiştir. Kamu harcamalarının kontrolünde Maliye Bakanlığının sıkı harcama öncesi kontrollerinin mevcut olduğu bir yapıdan yönetim sorumluluğuna dayalı ve harcama sonrası kontrolleri esas alan bir yapıya doğru hızlı bir dönüşüm yaşanmıştır. Bu kapsamda, mevzuata uyuma odaklı geleneksel fiziksel kontrollerin yerine performansın değerlendirilmesine yönelik kontrol araçları vasıtasıyla ılımlı kontrollerin geçmesi söz konusu olmuştur. Ancak bu dönüşüm süreci, gelişmiş ülkelerde yaşanan deneyimleme ve iyileştirmeye zaman bulunamadan hızla gerçekleştirildiği ve ülkemizin yönetim geleneği ile bağı kurulamadığı için uygulamada karmaşık bir yapı ortaya çıkmıştırtr_TR

dc.description.ozetThe control function of the management has changed over time with the change of organizational structures, although the appearance of the authority has changed, its essence, which is to make the employee dependent on the production process, has always remained the same. Managerial controls continue to change in parallel with the transformation of the production process in line with the development of capitalism. In classical organizational theory, the hard controls made by the hierarchical supervisor, designed for the employee to perform certain tasks in a certain period of time, have turned into soft controls applied in post-bureaucratic structures to include the behavior, value judgments and feelings of the employee. The reflection of this transformation in the state has been called the neo-Weberian state model. The expansion of the scope of control towards soft controls brought with it new control tools: Effective, economical and efficient use of resources; fiscal transparency and accountability; plan / program / budget alignment and performing control within the administration through internal control and audit structures. Reforms based on these principles have been implemented in developed countries under the leadership of international organizations within the scope of neo-liberal policies. Financial management reforms have been carried out by focusing on different issues and evolving over time in accordance with each country's public administration tradition and economic structure in terms of developed countries. In terms of developing countries, financial management reforms have started to be implemented rapidly as a policy transfer under the name of good governance as a prerequisite for benefiting from the financial resources of international institutions. Turkey has been affected by this reform wind and has rapidly changed its control structure during the exit from the economic crisis in 2001. There has been a rapid transformation in the control of public expenditures from a structure in which the Ministry of Finance has strict ex-ante financial controls to a structure based on managerial responsibility and ex-post financial controls. In this context, instead of traditional hard controls focused on compliance with the legislation, soft controls were passed through that control tools aimed at evaluating performance. However, a complex structure has emerged in practice, since this transformation process was carried out quickly without having time to experience and improvement experienced in developed countries, and it could not be tied with the administrative tradition of our country.tr_TR
