dc.description.abstractEski Türklerde devlet yönetimi konulu bu tez çalışması, yönetim bilimi alanını belirli bir sosyo-ekonomik sisteme ve devlet yönetimine özgüleyen sınırlılığı aşmayı amaçlar. Çalışma, literatürde yer alan üç eğilimin -batı devletinin aşamalarının evrenselliği kabulü, doğu yerleşik devletinin sınırlı ele alınması ve göçebe devletin yokluğu- eleştirisinden hareket eder. Bu eleştiriyle temel sav, modern öncesi tarihte ve yerleşiklik dışında bir devlet biçimi ve yönetim yapısı bulunduğudur. Çalışma, savını Eski Türklerde göçebe devletin medeniyet sahasını inceleyerek ortaya koymuştur. Hun- Göktürk-Uygur çizgisinin devlet biçimi ve yönetim örgütlenmesi incelemenin somutluğunu oluşturmaktadır. Konunun yönetim bilimi alanında çalışılmasıyla alana yöntem ve nesne bakımından genişletici öneride bulunulmaktadır. Böylelikle çalışma batılı ve moderne hapsolmuş devlet tanımının dışına çıkmayı işaret ederek literatüre katkı sunmaktadır.tr_TR

dc.description.ozetThe thesis study about Ancient Turks' state administration aims to surpass boundedness that allocating field of administrative sciences to a specific socio- economic system and state administration. The study moves from critique of three tendencies -assuming universality of western state, examining eastern settled state and absence of nomadic state- in the literature. By the critique main thesis is that there is type of state and administration that is non-settled and in pre-modern history. The study proves its thesis by examining Ancient Turks' civizilation area of nomadic state. Type of state and administration of Huns, Gokturks and Uighurs' line makes stduys concrete. It is proposed broadener perspective in the way of the method and object by studying the subject in the field of administrative sciences. So that the study contributes to the literature by implying to go out of definition for state that is western and bounded by modern.tr_TR
