dc.description.abstractBu çalışmada amaçlanan kamu özel işbirliklerine yönelik totolojiden ileriye gitmeyen ana akım çalışmaların aksine, modeli ekonomi politik düzleme oturtarak değerlendirmek, modelin içindeki sınıfsal çelişkileri, sermaye birikimi ile ilişkisini ortaya koyarak modele ilişkin tartışmalara eleştirel bir katkı sunmaktır. Bu bağlamda özellikle neoliberal paradigmanın etkisiyle devlet, kamu maliyesi ve spesifik olarak kamu hizmetlerine bakış açısında yaşanan dönüşüm incelenmiştir. Kamu maliyesi alanında yaşanan dönüşümlerin özelde kamu özel işbirliği projeleri üzerinden değerlendirilerek sermaye birikim süreci ile ilişkisi kurulmaya çalışılmıştır. Tarih, sınıf ve birikim mercekleri altında kamu özel işbirliği modelinin incelenmesi ile modelin özünde özelleştirmeden farklı olmadığı, hatta sermayeye özelleştirmeden daha geniş bir birikim alanı açtığı sonucuna varılmıştır.tr_TR

dc.description.ozetThe aim of this study is to evaluate the model by placing it on the political economy, unlike the mainstream studies that do not go beyond the tautology of public-private partnerships, and to make a critical contribution to the discussions on the model by revealing the class contradictions in the model and its relationship with capital accumulation. In this context, the transformation in the perspective of the state, public finance and specifically public service, especially with the effect of the neoliberal paradigm, has been examined. Transformations in the field of public finance have been evaluated through public-private partnerships projects, and it has been tried to establish a relationship with the capital accumulation process. By examining the public-private partnership model under the objective of history, class and accumulation, it is aimed to make sense of the argument that the model is not different from privatization in essence, and that it even offers a wider area of accumulation to capital than privatization.tr_TR
