| dc.description.abstract | Günümüzde terörizmin finansmanı, terör örgütlerinin mevcudiyeti ve terör eylemlerinin sürekliliği açısından kritik bir bileşendir. Bu çalışma, terör örgütleri için finansmanın taşıdığı önemin ortaya konulmasını hedeflemektedir. Finansmanla mücadele yöntemleri, PKK özelinde incelenmiştir. Bu çalışma üç bölümden oluşmaktadır. Birinci bölümde terör, terörizm, örgüt, örgütlenme kavramları ve yönetim bilimlerindeki örgüt teorileri incelenmiştir. Ayrıca terör örgütlerinin örgütlenme modelleri, finansman ihtiyacı, kaynakları ve fon transfer yöntemleri analiz edilmiştir. Çalışmanın ikinci bölümünde terörizmin finansmanıyla mücadele yöntemleri ayrıntılı şekilde incelenmiştir. Bu bölümde öncelikle finansmanın evrimi sorunu üzerinde durulmuş, terör örgütlerinin finansman ihtiyacı ve kaynaklarındaki değişim teorik olarak açıklanmıştır. Ayrıca terörizmin finansmanıyla mücadele yaklaşımları ve önleme yöntemleri analiz edilmiştir. Avrupa Birliği'ndeki uygulamalar incelenmiştir. Çalışmanın üçüncü bölümünde, PKK terör örgütünün kronolojik gelişimi dikkate alınarak finansman mekanizması incelenmiştir. Ayrıca, Türkiye'nin terörizmin finansmanıyla mücadele konsepti ortaya konulmuştur. 6415 sayılı Terörizmin Finansmanının Önlenmesi Hakkında Kanun detaylı olarak incelenmiştir. Bu çalışmada, Türkiye'de terörizmin finansmanıyla mücadelenin, uluslararası yükümlülüklere bağlı olarak şekillendiği sonucuna varılmıştır. 6415 Sayılı Terörizmin Finansmanının Önlenmesi Hakkındaki Kanun'un yürürlüğe giriş süreci öncesi ve sonrasındaki gelişmelerin, bu görüşü teyit ettiği görülmüştür. | tr_TR |

| dc.description.ozet | Today, the financing of terrorism is a critical component of the continuity of existence of terrorist organizations and terrorist acts. This study aims to reveal the importance of financing for terrorist organizations. Financing methods to combat the PKK has been investigated in private. This study consists of three parts. In the first chapter of terror, terrorism, organization, organizing concepts and organization theories developed under management sciences were studied. In addition, models of the terrorist organization, financing needs, resources and funds transfer methods were investigated. Financing methods to combat terrorism in the second part of the study are presented in detail. This section will first focus on the evolution of the problem of financing, changes in funding requirements and resources of terrorist organizations is explained theoretically. In addition, approaches to combat terrorist financing and prevention methods were analyzed. Practices in the European Union were analyzed. In the third part of the study, taking into account the chronological development of the PKK terrorist organization, financing mechanisms were investigated. Moreover, Turkey's fight against terrorist financing concept has been demonstrated. Law No. 6415 on the Prevention of Terrorism Financing has been examined in detail. In this study, it has been concluded that the fight against the financing of terrorism in Turkey is shaped by the international obligations. No. 6415 of the Law on the Financing of Terrorism Prevention entry into force of the developments before and after the process has been found to confirm this view. | tr_TR |
