| dc.description.abstract | Bu çalışmada güvenlik sektörü reformu olgusu Türkiye'nin AB'ye adaylık ve müzakere sürecinde TSK ve TSK ile ilgili kurumlara dair gerçekleştirilen hukuki düzenleme ve değişiklikler çerçevesinde ele alınmıştır.Bu çerçevede söz konusu düzenlemelerin Türkiye'de sivil-asker ilişkilerinin demokratik bir zemine oturtulması bakımından istenen sonuçları verip vermediği sorusuna yanıt bulmak amaçlanmıştır.Bu incelemenin kavramsal altyapısını güvenlik sektörü reformu olgusunun kapsamlı olarak incelendiği birinci bölümü ve güvenlik sektörü reformunun şekillenmesinde öne çıkan dört uluslararası kurumun (BM,OECD,NATO ve AB) yaklaşımının incelendiği ikinci bölümleri hazırlamıştır.Son bölümde ise ilk iki bölümde tespit edilen nirengi noktalarından hareketle AB sürecinde TSK ve ilgili kurumlara ilişkin yapılan hukuksal değişiklik ve düzenlemeler ele alınmıştır. | tr_TR |

| dc.description.ozet | This study deals with the security sector reform in the context of the legal regulations and changes regarding to Turkish Armed Forces (TAF) and the related institutions of TAF during the Turkey's accession process to EU.Within this framework the central aim of this study is to explore how the regulations and changes regarding to TAF and the related institutions of it has affected the democratization process of the civil-military relations in Turkey.To that end, the theoretical approach and the conceptual framework of this study are set forth in the First and the Second Chapter.The First Chapter describes the security sector reform with its four different features (democratization,development,professionalization and the post-conflict security sector reform).The First Chapter also determines the Turkey's position in relation to these four dimensions of the security sector reform.In the Second Chapter the role of UN,OECD,NATO and EU are examined with assuming that they play an important role in global politics and also shape the security sector reform agenda.Last Chapter handles the institutional reforms regarding to TAF and the related institutions of TAF during the Turkey's accession process to EU. | tr_TR |
