Liberal Intergovernmentalism which was improved by Andrew Moravcsik has assserted that national states are effective no fewer than supranational structure in European integration. According to this approacah, national states coopareted to areas where haven‟t been damaged their vital interests. On the contrary national states haven‟t cooparated to areas where have dameged their vital interests. On the other hand, while states decided in Europan integration, they acted upon their own internal structure and attitudes of their own public opinion. "The Privileged Partnership" is a product of this approach. "The Privileged Partnership" which was raised by some EU countries such as Germany, France, Holland and Austria which are opposite to full membership of Turkey to EU, is a selective instead of full membership. While this states raised to this selective, they also acted upon their own internal structure and public opinion. This study will handle "The Privileged Partnership" selective as a part of Liberal Intergovernmentalism. In this context, study will scrutinize issues that is about what "the privileged partnership" is, why it was asserted, what it is its legal basis, how this selective has been perceived by EU and Turkey. On the other hand this study will research whether Turkey is "the privileged partner" of EU in existing partnership relationship or not.
