Özet
The purpose of this research is to determine the effectiveness level of public primary schools in Ankara province according to teachers' and students' opinions. This is a survey model and the population of research consists of 465740 public primary school students who are being educated and 23797 public primary school teachers who work in 601 public primary schools in Ankara province. In the research sample, two high, medium and low successive schools were selected from each districts according to the placement test results (SBS) which were performed by the Ministry of Education in 2012 and total of 572 teachers and 760 students were surveyed. "The Effective Primary School Student and Teacher Scales" were prepared by the researcher who measured eleven dimensions of the effective schools. When analysing the data, the Statistical Package for Social Sciences was used. In order to find out whether the opinions of Ankara province public primary school teachers and students' opinions about their school effectiveness releated to 11 dimensions, it was used descriptive statics such as arithmetic mean and standard deviation. The variance analysis was used in order to find out the significant differences between teachers and students opinions' according to districts and SBS results. In conclusion of the research, according to districts there were significant differences between teachers and students opinions about some dimensions of effective schools which are Sharing Vision and Targets, High Expectations for Students' Academic Achievements, Professional Leadership, Learning Environment. According to SBS success, there were significant differences between teachers and students opinions about some dimensions of effective schools which are Sharing Vision and Targets, Professional Leadership, Observation of Development, Learning Organization, Learning Environment, Positive Support, The Rights and Responsibilities of Students.
