A total of 22 items were developed by taking into account the explanatory and confirmatory factor analyzes of the data collected from 546 middle school students in Ankara city center schools. As a result of the explanatory factor analysis on the validity of the scale, it was determined that the scale had three sub-dimensions, "dependency", "overuse and neglect" and " uncontrollable and violating ". Confirmatory factor analysis was then performed. For the validity of the scale, Kaiser-Meyer-Olkin, .922 and Barlet, p <.05 values and Cronbach's alpha correlation coefficient for reliability were evaluated. The internal consistency coefficient of your scale was calculated as .917. . Developed scale applied to 2092 students studying in the central districts of Ankara at 5th,6th,7th,8th grades in the academic year of 2016-2017 and the research has been completed on 1387 mobile phone owner students. Problematic Cell Phone Use Scale total scores indicated that the scores of "overuse and neglect" and "uncontrollable and violating" sub-factors significantly differed, and male scores were higher than female students The average daily mobile phone usage time and The total scores of Problematic Cell Phone Usage Questionnaire and the sub-factor scores of "dependency", "overuse and neglect", "control and violation" increase as the class level increases. Only (26.7%) of the students think that their parents' mobile phone usage information is higher than themselves. There was a significant difference between the total scores of Problematic Cell Phone Usage Questionnaire and all the sub-factor scores of the students who thought that their parents' mobile phone usage information was less than their own, and that their parents thought that their mobile phone usage information was higher than themselves. Behavioral measures such as restriction and prohibition of problematic usage of mobile phones which have become an important need and tool are inadequate and effective use of education and training against risks and harms can be achieved. While these trainings and trainings are planned, alternative solutions, projects and activities should be developed, such as the days of unscreened, school / family contracts, technology breaks, and the competences of adults and teachers who are obliged to protect and protect students and role models.
