The importance of rural development activities in Turkey maintains since the establishment of the Republic. In particular, in the period beginning with the declaration of the Republic, being densely populated and holding the agricultural production power which would develop country?s economy, the rural areas increased their importance. The purpose of this study, by examining the policies for rural areas since the establishment of the Republic, is to analyze the changes that occured.The study that examined the development of the rural development polices, consists of two parts which are connected to each other by historically. In the first part, firstly the concepts of policies for rural areas are examined and then, during the planned period and before, the government policies for rural areas and the adequacy of the effects of these policies to the economic, social and cultural values are discussed. In the second part, the transformation of the rural development policies with the effects of neo-liberal policies and the impacts of this transformation on the administrative structure are investigated. In particular, after 1980 the central government has transferred authorization to local governments, and this also influenced the management of rural areas. Therefore, the KOYDES Project which is executed by local governments and a crucial example of the transformation in rural area policies is also included in the second part.According to the information gained by this study, the reduction of population density in rural areas and the effects of neo-liberal policies have a significant effect on the rural area development policies. That the changes will be positive or negative for the people living in the rural areas will maintain its position as a question whose answer will emerge over time.
