Ministerial system is a unique form of organization of state administration based on functional specialization. Ministries "Nezaret / Bakanlık" as the founding form of the organisation of state administration has been established by the Tanzimat Reforms in the territory of Turkish Republic and taken its present form through several amendments / reforms. The main objective of this Thesis is to analyze the emergence and development of the ministerial system by exploiting the historical analysis; explore the organizing principles of the ministerial system in Turkey and to make predictions about the future of it. For that purpose, ministerial system is studied in terms of a holistic approach in which ministerial system is taken as a part of the economic and social form of organization and through its historical periods. The historical map (database) developed by the author covering all the key legislation on the organization of the ministerial system beginning from April 23, 1920 to 2012 is used for following the factual reality. Historical map demonstrates a periodisation of thirty years? of long terms periods and ten years? of short term sub-periods. The study of the ministerial system is conducted upon the analysis of the ministries governing the economics as a function of the state. It seems that there are three kind of centralization experienced, including power concentration: centralisation in the axis of a certain ministry, a bureaucratic team, and prime-ministry. Growing centralisation would not endanger the existence of the system whereas it is expected to be resulted in a change in the nature of the ministerial system. In fact, this change is advocated to illustrate a turn from a ministerial system holding a strong parliamentary character to a more authoritarian form of governance. The change in kind is likely to put a pressure on regime to change in the near future.
