Kırgızistan elektrik enerjisi sektöründe özelleştirme ve sorunlar
Özet
Transformation process in the electricity sector of Kyrgyzstan started with the collapse of the Soviet Union in 1990s, openning borders and recommendations of international organizations such as IMF, WTO and World Bank. In the Soviet period, the entire national electricity sector in the face of giant state monopoly Kyrgyzenergo was finansed and managed by the center. At that time the problems as increasing risk of non-financing of the monopoly or related increaseof public sector debt burden were not discussed. But after gaining independence by Kyrgyzstan and breaking the sheme of economic relations with the central budget of Soviet Union, national economy in general and the electricity sector in particular got into heavy case remaining dependent on outside. Although Kyrgyzstan has electrical power surplus, due to higher depreciation problem in transmission and distribution networks, consumers can not be provided with efficient and secure electricity supply. In addition, the national electricity sector is connected in United Energy System of Central Asia, so that it has the obligation of operating in compliance with regional electricity and water regimes. As a solution to the problem, the World Bank defending reasons for developed countries proposed restructurization and privatization programs for the national electricity sector of Kyrgyzstan. The purpose of this thesis is to analyze how successful can be the carried out in electricity sector restructurization, privatization and the related competition policies by Kyrgyz transition economy regarding economic efficiency and security of electricity supply.Keywords: Hydroelectric power plants, restructuring and privatization of electricity sector, United Energy System of Central Asia, water-energy problem.
