This thesis focuses on the relationship between the public?s understanding of thepublic sector and governance and also concepts of ?minimal state?, ?new publicadministration? and ?good governance? which are triggered by globalization itself.?Draft of Public Administration Basic Code?, will lead to long term changes in thepublic relations practice of the public sector. These changes to the administrationculture which are expected to arise during the restructuring process of the state,are expected to influence the public relations practices and culture of state bodies.In parallel, the present perception of public bodies about the public relations willtransform from that ?public information model? to a ?two-way symmetricalmodel?. This study aims to describe the perceptions of the main actors totransforming public relations. That is, how public sector employees perceivethemselves, their institutions and citizens, as well as the way they understandpossible future transformations and their perceptions about the feasibility of thesetransformations. A total of 634 surveys have been applied at general directoratesof the central organization seven ministries. Another 35 surveys have been appliedat their public relations and press consultancy units of the same ministries.Additionally, seven interviews have been made with senior directors of theministries press consultancy units. The results of this study have shown that atransformation such as being seen in the developed world is very difficult to attain,given the present conditions and understanding of the Turkish publicadministration, and the current structure of public relations and press consultancyunits.
