Kuvvet kullanma: NATO'nun uluslararası güvenlikte artan rolü
Özet
This study is designed to focus attention upon the developing role of NATO in international security since the end of the Cold War regarding use of force in international law. NATO, as the only organization capable of organising and leading multinational formations for the purposes of collective security operations in the post cold war era transformed into a supreme strategic organisation.NATO was originally formed as a collective defence organization. However, since the end of the Cold War, NATO has undertaken collective security missions in upholding the principles of the UN Charter, on behalf of the UN. In this sense it is not any more just a defensive military alliance. In the war in Bosnia Hercegovina which is the first collective security mission of NATO, all operations were preluded with a UN Security Council resolution authorising all necessary means including the use of force under Chapter VII .If the exceptional character of the intervention over Kosovo to prevent further humanitarian catastrophe without a UN Security Council authorization to use of force would be a part of NATO?s strategic orientation then international collective security system would be effected negatively. In a changing world New NATO has taken on an increasingly political role and became a global player with its enlargement decisions, operations and missions, partnership and cooperation initiatives and bilateral relations. NATO?s role to maintain or restore international peace and security is increasing positively and in harmony with international law.
