Küreselleşme sürecinde Türkiye'de bürokrasi kavram ve olgusu üzerine bir inceleme
Abstract
Globalization has affected nation states in many ways and it has caused nation-state public administrations to change fundamentally especially for economically dependent states like Turkey. Privatizations, governance practices and the New Public Management implementations have been undermining bureaucratic institutions and shrinking public administration sphere. Thus, it is possible to talk about a new paradigm in public administration. It is presumed that this change triggers the tension between the governments which adopt globalist policies and bureaucracy who concern legal sovereignty from a nation state perspective. Consequently, globalization and nation state conflict can be formalized in globalist governments and nation-statist bureaucracy relations.This conflict becomes more meaningful under the assumption of globalization weakens traditional nation state phenomenon and eliminates the concept of absolute legal sovereignty. To clarify the validity of this assumption, globalization and the nation-state phenomena should be examined in detail by considering their historical development. In this context, it is seen that globalization weakens dependent nation-state and its public administrations; however, bureaucratic transformation exercised in Turkey is shaped by both universal conditions and distinctive way of Turkey?s specific historical developments.As a very active and powerful actor in political system until 1980s, bureaucracy has resisted globalist policies that force the nation state and administrative structure to transform and this resistance has caused conflicts between institutions. Nevertheless, today it is witnessed that bureaucracy has been losing its power at policy making process.
