Sivil savunma örgütlenmesinin ve politikasının değişimi

As a result of events seen in the 2000s such as improvements reform wave Civil Defence General Directorate (CDGD), Turkish Emergency Management General Directorate (TEMGD and Disaster Management General Directorate were abolished and Disaster and Emergency Management Agency (DaEMA) In this study the process of the closure of Civil Defence General Directorate which was operated nearly for 50 years, and establishment of Disaster and Emergency Management Agency was analysed and the World Bank's role in this process was underlined. In this process, Civil Defence General Directorate's and Turkish Emergency Management General Directorate's organisations, human resources, budgets and instututional operations were analysed through scanning of the Turkish Grand National Parliament's session minutes, reviewing printed and visual documents and operation reports in the CDGD's and DaEMA's libraries. Structured interviews were also conducted with the high level managers , Provincial administrators and unit directors. Additionally, Prime Ministry's and Ministry of Interior's reports, Development reports, strategic plans, Mid-term Reports and Goverment programmes, best practices from other countries were analysed from an angle of civil defence and search and rescue issues.Lastly, discussions on Law on the Disaster and Emergency Management Agency's Organisation and Roles numbered 5902 were taken from the minutes of the Parliament sessions and DaEMA's horizontal management model which does not have local branches, was reviewed with regard to its human resources, budget and legal structure and compared to the CDGD.It was revealed and justified that in the civil defence services policy and organisational changes are not rational and localization of civil defence services can not be accepted.
