Özet
The discussions on the concept of equality leads us to the question of ideology in modern society. Howevet, the problems we have faced in this area are inevitably reflected in law. By considering the historical trajectory of the concept of equality, this paper aims to study the meanings attached to the concept of equality and to explore the relevant problems arising in the field of public service. The principle of equality is evaluated by the basic concepts and principles of constitutional law and administrative law. Within the scope of the evaluation about the principle of equality in public services, state employees are also involved in the process of establishing, organising and presentig the service. For that reason,the public service providers and beneficiaries are also included into the analysis. The principle of equality serves as a fundamental tenet that controls the process of rule making and its implementation. My thesis aims to examine the difficulties embedded in the application of the principle of equality in the public service sector. As such, I will explore the meaning and the scope of the principle of equality, which is accepted as one of the building blocks in the public service sector.
