The intention of this study is to analyze and compare quality assurances that are practiced in higher education programs in Germany, Denmark and United Kingdom which also participate to the Bologna Process; also in higher education programs in Australia and United States of America; and to propose an effective system of quality assurance regarding higher education programs in Turkey.Population of this cross sectional research is worldwide. Sample is various countries from different continents such as Germany, Denmark, United Kingdom, Australia, United States of America and Turkey, where studies on accreditation and quality assurances in higher education programs are being carried out.In the context of documentation analysis method, literature was investigated and web based documents were evaluated, in order to access reports or academic articles. Accordingly, data were obtained on the purpose of accreditation and quality assurances as well as the functioning of the processes in Germany, Denmark, UK, Australia, USA and Turkey.Research findings demonstrate that in the sample countries, accreditation and quality assurance processes were performed for improving quality, enhancing reliability, increasing transparency, acquiring financial support, attaining academic prestige and ensuring student mobility, regarding higher education institutions or programs. However, discrepancies were observed throughout the sample countries, referring to the functioning of accreditation and the quality assurance processes.In accordance with research findings, deficiencies on the functioning of the external quality assurance in Turkish higher education programs are ascertained. In order to remedy such deficiencies, proposals are suggested.
