The individuals who want to survive in today?s information society have to be aware of their information needs and roles in the process of access to information, as well as easily transfer the information they gain in order to meet their needs into their business and daily lives. But only a healthy process of access to information isn?t possible through individual awareness and education. The desired productivity from the process of access to information could be yielded by designing the information services which have been established the analysis of the individual, social and communal situation and information needs of those who seek information, as well as information retrieval systems, consisting of elements which work in integration and harmony with each other.Furthermore, the new economy understanding allows only those who are able to use the information, which is the most important element of growth and the indispensable factor of competition, in their business lives. These developments has increased the importance of conducting studies which analyze the information needs and approaches of actors who are likely to be influenced by changes in economy more than ever. This situation has ensured that women entrepreneurs enjoying an effective position in economic developments of countries and thus whose development are supported by various institutions/organizations to become the subject of interdisciplinary studies which are conducted in the field of information and records management as information users.The women?s entrepreneurship in Turkey has been influenced by the structural transformations which occurred following the economic depression of 1970s and the structural harmonization policies proposed by international finance institutions. In our country, the studies conducted in the field of women?s entrepreneurship which is a special field of women?s employment have been intensified since 1980s. The entrepreneurship of small enterprise which was started to be supported in the same years has also had an impact on this situation; among the strategies as part of structural harmonization policies conducted in the country was the direction of women towards establishing small enterprises in order to increase families? level of income.The aim of supporting women entrepreneurs and small enterprises wasn?t limited to economic growth. The spatial flexible production methods performed as part of structural harmonization policies has also featured local systems which are integrated among them. Thus the existence of women entrepreneurs has also had a positive impact on the economic growth of cities, as well as cultural, social relationships and the interaction among people. Therefore the continuation of the existence of women entrepreneurs in today?s new information-based economy conditions has been brought to forefront among the issues which approached in a sensitive way.Any space consisting of the information-based economy has required women entrepreneurs to be aware of their information needs, as well as utilize the information technologies and use the information they gain in an effective way in order to meet their needs, because women entrepreneurs should not only define the information they need, but also choose the most appropriate resource to their needs among other resources, filter the information they need from the resource itself and thus transfer the information they gain into their entrepreneurship activities in order to reach their goals.It is known that having important information at the right time allows women to become more effective in their business lives and gain esteem in the professional field. In the business life, the right and timely access to information is a priority to women and their information needs should be immediately met. The research has shown that it is important for women entrepreneurs to be aware of the fact that the information they have is insufficient in order to reach their goals and even facilitate this process. This awareness allows them to define their information needs and deficiencies in the information they have in stages of utilizing entrepreneurship opportunities, determining the resources necessary for implementing entrepreneurship activities and managing the enterprise which was created.Moreover, the user?s research conducted as part of the dissertation showed that even the management-level members of women?s entrepreneurship councils, which are established by the Union of Chambers and Commodity Exchanges of Turkey (TOBB) and organized on the basis of provinces in order to support women entrepreneurs, do not know anything about the important effects of a healthy process of access to information to be enjoyed in the course of conducting entrepreneurship activities on their enterprises. The user?s research also showed that the problem does not derive from women entrepreneurs itself. It was also revealed that such factors as the social/communal environment of women entrepreneurs, their ages, education and their deficiencies in their information background as part of their techniques of access to information also have an impact on the process of their access to information.The findings of user?s research showed that women entrepreneurs in our country are hardly aware of channels of access to information with insufficient level of information background, the deadlocks/obstacles they suffer in the process of accessing information have an impact on their information-search behaviors and their incapacity of filtering their information desires in the system of access to information prevents them to fully meet their information needs. Thus, as another result, the insufficiency of information services which are designed in line with women entrepreneurs? information needs and information-search behaviors have a negative impact on processes of access to information.As a result of study, the elements which should be covered as part of planning the information services that will allow women entrepreneurs in our country to enjoy a healthy process of access to information were determined by considering the information gained from above-mentioned findings and other scientific studies. In this respect, the following was proposed: the special involvement of women entrepreneurs in national information policies; the clear mentioning of responsibilities of the state, institutions/organizations which furnish information services, non-governmental organizations which support women entrepreneurs and librarians/information experts; the establishment of women?s national and regional information networks; the continuation of information services not from a single center, but in cooperation and coordination with regional and local and smaller information centers which are attached to a general center; the initiation of standardization in information services and the formation of a common communication platform where women entrepreneurs are represented, as well as the preparation of special information resources with certain qualities and quantities required to meet the information needs of women entrepreneurs.Study, also offers three new models. With the integration of the results obtained by the user research and the reviewed models of information retrieval process and information seeking-behaviours, two models were generated: ?Awareness Based Information Retrieval Process Model? and ?Information Seeking-Behaviour Development Model for Women Entrepreneurs?. The third one is a three stage ?Information Services Planning Model for TOBB Entrepreneur Information Center? which was based on the existing structure of TOBB and disclosed suggestions.
