Every people has got in a social responsibility against the society who lives in. In fact this sitiation is considered important by each country. This social responsibility is getting stronger. So, it is possible to see tracks and influences of the organization of civil society on their development progress. The Organizations of the Civil Society are establishment founded by people willingly to reach their common goal. The OCS's are active supplying services to the public which is in- sufficient. These are all non-profit organizations. The Organizations of the Civilian Society are defined in a different way like voluntary organizations, non governmental organizations and the third sector as in our country. But the most common definition is Non-Govermental Organizations (NGO s). Nowadays, Because terms such as development and human rights are regarded above every thing, Non-go vermental Organizations (NGO's) are the main actors of the voluntary sector which has been a third power in the ecomomic and social development efforts of the developing countries, along with public and private sector. In the historical progress, Volunteer Organizations are considered more important in the world which is getting smaller, with their vital roles they play and their influences on many social fields, they aren't only necessary for democratical development, but also become shared in power with governments in countries where they are active. Likewise It is possible to regard that century as the century of NGO's which are smiling-faced but active for the interest of the country they belong. As a result, Leading the US and EU countries nowadays modern states give a place in the social life to NGO's particularly from the presarvation of naturel environment to education, from struggle with poverty as far as health service beside public sector. 210What a pitty, In the historical progress, our country hasn't sufficiently evaluated the power of NGO's for social development and effectively mobilized the great energy the volunteers have for serving socia-economical needs. Once again, the activities of NGO's, scattered, organized in small units and mostly which have no sufficient source and financing to achieve their goal and have no communication with each other, no cooperation with their organization, haven't echod suffeciently and couldn't make the society excited longingly. Whereas, With the formation of legal establishment, If Governors and kaimakams who are responsible for not only public order and security but also for economically and socially development where they work, cooperate with NGO's, They will contribute their source to our country's needs and public service effectively and will cause our century's values such as participation, sustainable development to become popüler among the people in a more effective and permanent way We have a quite suitable atmosphere in our country. The Civil Administrative Officers as a representative of the state and as a man of the people in the provinces have succesfully realized many projects, very important in the culturel and socia- economical life in the cooperation with NGO's so far. Nowadays, one of two questions we face is that international Organizations have a tendency to help via NGO's and the other to make the NGO's smiling activities more appropriate for our country's national and international policy and strategy. Certainly, the orientation of the public and NGO's to the mobilization of total development we need culturelly and soci-economically is of very greate importance. hi our country, solving those questions without bearing additional trouble with a new approach will be possible by means of setting up "The Top Committee for Coordination and Cooperation of NGOs" to determine general strategy and policy and the formation of "The Committee for Coordination and Cooperation of NGO's in the Provincial and District Area." 211While the new organizations are bringing a new approach towards the International Funds and NGO's which are active in those fields in our country, they will lay the foundation of the mobilization of total development socially, culturally and economically; supplying consultancy and project support and eliminating suspicion and distrustfulness among themselves and the state's establishment concerning them if existed As the model offered above is making a new approach dominant in the relationship between those governed and being governed, It will cause a new exicement for social development with solidarity, which will help our country realize national and international policy more quickly and effectively. 212
