Milli Eğitim Bakanlığı'na bağlı okullarda norm kadro uygulamalarının değerlendirilmesi (Ankara ili örneği)

The aim of this study is to evaluate ?the norm staff arrangements? thatwere carried out by the Ministry of National Education in 1999. The populationof this study consists of personel of the formal and informal educationalinstitutions in Turkey and in Ankara. The research has been designed todetermine the present situation in a descriptive way. The situation before andafter the application of norm staff which has been carried out by the Ministryof Education since 1999 has been compared. Dispersions of the teachers andother education staff before and after the application of the norm staff beingcarried out by the Ministry of Education have been compared. That whetherthe application has made any differences or not. The statistics about thedispersion of the teachers (before and after the application of norm staff) in1999 -2000 and 2000-2001 academic years were taken from the Ministry ofEducation and Ankara Office of the National Education. They have beenexamined and compared. Firstly, the statistics of 1999-2000 academic yearwhich was the year before the application of the norm staff in academic year,one year after the application of the norm staff have been compared.Theacademic year of 2000-2001 has been accepted as the application year, thusit has not been analyzed. Later the statistics of the statistics obtained in 1999-2000 and 2001-2002 academic years of Ankara have been compared ina more detailed way. Hence, the similarities and the differences between thestatistics concerning either all around Turkey or just Ankara have beenevaluated. According to the results of the research, the application of thenorm staff was successful, even though some difficulties had taken place.Main purpose of the norm staff application was to overcome the inert capacity.However it didn?t take place successfully within the towns of AnkaraMetropolitan Municipality resulting in an increase in a more number ofteachers in coordinator schools, in the educational districts and in deposchools.
