Abstract
This research aimed to find out the opinions of administrators andteachers working in public high schools located in central districts of Ankaraon organizational dissent. The study which is a descriptive survey wascarried out with a mixed research design including quantitative andqualitative methods. The target population of the quantitative phase of thestudy consisted of 6449 teachers working in 134 public high schools. Thesample of the study was composed of 381 high school teachers.Organizational Dissent Scale (ODS), which was developed by theresearcher, was administered to the sample. The data were analyzed withthe Statistical Package for Social Sciences (SPSS). Arithmetic means andstandard deviations of the answers that teachers gave to the items werecalculated. T-test and one-way analysis of variance (ANOVA) were used todetermine whether teachers? opinions on organizational dissent differaccording to the various demographic variables or not and also LSD test wasused to determine the source of the difference. In the qualitative phase of theresearch 15 school administrators were interviewed and then the documentswere examined with content analysis. It was found out in the research thatdissent expressions of the teachers were triggered by the unethical, illegaland bullying behaviors of the school administrators. When the effects ofdemographic variables on organizational dissent were analyzed, it wasunderstood that those whose educational level is high, members of unions, intheir middle ages, in the middle of their occupation and worked at manydifferent school were much more dissenter. It was also seen that `whistleblowing?was not common among the teachers. The most common dissentbehavior of the teachers was to object directly to the administrators. In thestudy it was understood that the dissenters were tried to be suppressed bytheir administrators. Dissent was found to affect not only the teachers butalso the administrators negatively. In the study it was concluded that dissenthad some positive effects on various organizational processes like selfcontrol,democracy, justice and organizational renewal, on the other hand itwas a threatening factor for peace and harmony in the schools.
