Özet
Following the collapse of the bipolar global order, the concept of security has become somewhat differentiated. The classical approaches that assume the priority of power and claim that the conceptual background of the security problematic has not changed coexist with new security approaches which declare that this background has been broadened from the preceding ones that aimed to explain the security parameters of the post-Cold War era. According to the view based on classical approaches and called hard security, the only way to ensure security is to mobilize military capacities and to carry out strategic priorities. The new security approach which asserts that ?hard security? boosts insecurities emphasizes the importance of norms, values and culture in the light of interaction and mutual learning, and offers a suitable framework to understand the post-Cold War era security problematic.The EU security approach is based on this dual structure. In the field of hard security, the EU has put forth her military and strategic perspective with ESDP and carried out military structures and operations. In the field of soft security, the EU developed policies through economic, political and cultural factors about to support her security identity. Supporting ICC or developing ENP in the political domain, devising programs such as Erasmus or Euromed Youth in the educational and cultural area are examples of such EU efforts in soft security issues.Key words: Security, realism/neo-realism, social constructivism, security identity, hard security, soft security, strategy, interaction and mutual learning
