Social relations are intended to be comprehended whether in terms of classes or individuals, distribution of aggregate income, influential factors on this distribution and the differences in knowledge and approach relating to inter-temporal comparison over countries are essential contributions to this comprehension endeavor. Conceptualizing both income distribution that has important place in social relation analysis and the state as a powerful mechanism surrounding the societies is regarded indispensable beyond being meaningful.Existence of state within economics can be realized by means of monetary and fiscal policies, regulations, foreign trade policy and income policies. However, the impact of governmental policies on income distribution is discussed over the effect of fiscal policies, which can be denoted set of decisions relating to tax and public expenditure, on income distribution.In this thesis, analyzing the effect of fiscal policies on income distribution considering taxes and public expenditures in Turkey classified as a developing country is contemplated to enable giving a general opinion about the direction of this effect in developing countries and bringing forward a proposal.In this context after approaches of different economic schools to income distribution and methods of income distribution measurement have been handled, effect of taxes and public expenditures on income distribution is examined theoretically and then researches on income distribution done in Turkey and the relationship between fiscal policies and income distribution are tried to be evaluated.
