Turkey has benefited from many kinds of EU financial aid from the partnership application to the European Economic Community until today. In the starting point, these financial aids were managed from Brussels. When the aids have been increased, this situation required a new management system which gives to Turkey more responsibility. On this purpose, in 2003 ?Decentralized Management System? has been established in Turkey. The financial aid mechanism of EU for candidate countries which covers Turkey has been described for a seven-year period between 2007 and 2013. IPA, the Instrument for Pre-Accession, established with the Council Regulation dated 17 July 2006 and numbered 1085/2006, envisages a new program which combines PHARE, ISPA, SAPARD, CARDS and pre-accession programs for Turkey which were implemented in the former financial period. In this new period, some amendments should be made in the previous ?Decentralized Management System? to use the funds more efficiently. In this document, the rules for the IPARD Agency?s, which is called in Turkey ?Agriculture and Rural Development Support Institution? (ARDSI), organization and accreditation and the other structures and authorities have been studied, and, for the Turkish case, the necessity of taking the initiative to increase the amount of the IPARD funds have been emphasized, and suggestions have been made for ARDSI to function better.
