Özet
The main purpouse of this thesis is to present and then analyse the policies which were developed by the European Union towards the countries of Western Balkans from early 1990s to nowadays. This thesis which was devided into four parts also investigates the effects of EU policies on countries once known as Socialist Federal Republic of Yugoslavia today named the countries of Western Balkans, relations between them and their relations with the rest of the world. In the first chapter of this study after I gave some details about the changes in the internaional system which took place in the begining of 1990s. I also tried to show developments that occured within the EU. Right at that time Yugoslavia partition crisis provided an oppourtunity for the EU to proof its credibility on international arena. This part concludes that EU did not benifit from this oppourtuniy, on the countrary it showed all its shortcomings to the whole world and recivied a heavy punch. In the second chapter, I gave some details about the attemps which were made by the EU to show its credibility in the region right after Dayton Peace Accord which is considered the turning point in the Yugoslavia cisis. Even though the EU tried to implement its ?Regional Approach? and ?The Conditionality? principles, this period was considered nothing more then loosing time. In this period which started with the Dayton Process and ended up with the outbreak of Kosova War in 1999 we wittnesed the leadership of USA througout the Balkans. In the third chapter I have presented attemps of the EU to develop its first comperhensive strategic approach towards the Balkans, named Stabilisation and Association Process with all of its mechanisms. I tried to find out whether this strategy which gives them full EU membership perspective in the long-time was effective or not. n the fourth and most comperhensive chapter of this study I have focused on the countries of Western Balkans one by one seperately in order to measure the effects of SAP on their internal structure, relations between them, as well as their relations with rest of the world and I also tried to show their possition within the process of EU integration. In the concluding remarks of this study I have argued that despite massive rhetoric expresed by the EU towards Western Balkans is still ineffective and far from bringing the desired results. Solving the problems within the countries of Western Balkans and bringing them to European standards will require more proactive approcach from countries themselves and certainly more decisive strategy of the EU.
